What has awakened that the Gorosei are talking about?

Big Meme has no threatening aura anymore, she gets clowned by everyone and Luffy about to beat someone who's clearly not inferior to her. Luffy already gave her the L when he ruined her party and took Sanji back.
Also it's funny how people keep using the scene with Luffy saying he will come back to beat her in WCI as a proof we're somehow getting a third arc with her as an antagonist when this is what he said much more recently :

Kaido, Orochi and Big Mom are all falling during this battle
 
The thing is, Luffy's fruit hasn't awakened yet so it makes no sense for Gorosei to say that for Gomu Gomu and on the other hand, Law's fruit just did. We also always knew that Law's fruit is very special so I won't really call that bait. It's possible that one of the CP0 agents found out that he has awakened the fruit through one of the marys and conveyed it to the higher-ups.
Well, that's the point! Law's DF is awakened, and there's nothing special about his awakening. But Luffy's DF hasn't awakened yet, and the goroseis are saying that that "mysterious" DF hasn't been awakened for a long time.

Why would it be brought up anywhere? The whole point is the only people who know about this is the Gorosei, as they are the ones who changed the name of the Devil Fruit. Nobody is going to talk about something they don't even know exists.

And the biggest take away here, is what makes the Gomu Gomu no Mi so special, if it's worth so much money?
All fruits are worth millions per Buggy's flashback, the Gorosei would be on the lookout for such a fruit and unless they knew where it would respawn they would've made some effort to capture Luffy at this point.

Oh, my bad. I incorrectly remembered the Gorosei are saying that fruit has already awakened. So yeah, it could be the Gomu Gomu but I doubt it personally plus honestly, I don't want it to be.

Well, they were trying to kill or capture Luffy for the entire series lol. Btw, in the original version of OP Gomu Gomu no mi was worth 5billion belly. I mean come on...
 
I mean they would've changed his poster to Alive only if getting their hands on the fruit was important.
It doesn't seem to be a matter of them wanting to get their hands on his devil fruit. They had it at one point, and lost it, and the person responsible for that was severely punished. But it's not like it being made out like they need his devil fruit for some specific goal.

That's weird, they would imprison someone that loses it but they don't care if anyone else eats it?
