And right now its a liability.

Whatever his tier was, he lost one sword and now got another one which he cant control. He is training to be as strong as he was before with 3 swords with mastery over each.

I agree that's it's a liability as of right now.
But I'm just going by Zoro's words; he didn't say the sword feels just as powerful as shusui, he said it will make him stronger once he tames it.
He basically said "me with Enma > me with shusui"
