Roger never truly achieved anything when he became PK. Luffy decisions will change the world. Neither Joy Boy nor Roger were able to do that in the end.

they’re likely vet level. It also not Oda like to recycle villains so we’ll likely not get an extended CP0 fight in the future

Of course I never doubt Whitebeard pirates. Marco, vista, and jozu look better than big mom or kaido commander group.
Even viz translation call Whitebeard pirates - all powerful crew. It is on 909 chapter

It's just another instance of lazy writing and excuse from Oda's part, just like the BMP not having crossed the waterfall and joined their mother a long time ago or of Oden capitulating to Kaido and Orochi and doing this ridiculous dance for them while seriously expecting them to keep their promise.
