Actually a lot more efficiancy since he can just remove the rudders under water and he's faster than Sulong under water as well.. Jinbei gives instructions to Nami on how to steer the helm while he's gone pretty simple..

Not as efficiantly as Jinbe in that specific situation where speed was the most important parameter. The ennemy even confirmed taht because Jinbe was at the Helm, they couldn't catch up
