Yup! Nika is the "god" avatar of the fruit. Joyboy likely was the user of this fruit 800 years ago, hence why when Zunisha hears Luffy's heartbeat, he hears the drums of liberation, whom he calls Joyboy. The Gorosei refer to Nika as the "Warrior of Liberation", so they are definitely one in the same (at least through the fruits power)
