It's very very simple
No one dares to look for All Blue except Sanji (Previously Zeff)
No one dares to try & find All Healing Cure except Chopper (Previously Hiriluk)
No one dares to try & draw World Map except Nami
No one dares to try & become WSS except Zoro (Previously Kuina)
No one dares to try & do what Luffy said to Sabo/Ace except Luffy himself (Previously Roger)
So Roger, Zeff, Kuina, Hiriluk, Tom, Clover, Fisher Tiger ... etc are the ones which MCs inherited their Will, they are continuing on their Legacy
Don't compare them to the "Actual Treasure"
One Piece = All Blue = Void Century = Mihawk = World Map = All Healing Cure ... etc
Not Roger = Mihawk = All Blue = World Map ... etc
Zoro didn't Inherit Mihawk's Will, he is actually trying to Follow that Will to reach Mihawk's
Luffy Inherited Roger's Dream & he is gonna do what Roger failed to, so Roger & Mihawk don't fall under the same Category Story-Wise
Compare Roger instead to Zeff or Kuina or Hiriluk or Tiger ... etc
The only difference is that Luffy didn't meet Roger so Oda created Shanks to be the In-Betweener
Becoming Pirate King symbolizes reaching a Point where you can finally do whatever you please, that's why Luffy, Shanks calls it Freest Pirate
And that's why Luffy told Ace/Sabo: "After i become Pirate King, i will ....."
Those who also say they are gonna be Pirate King, they don't have same Dreams as Luffy
Blackbeard clearly wanna rule the World similar to Xebec
Kaidou wants to destroy the world
Big Mom wants to create Perfect World Utopia
Shiki & Crocodile wanted Military Might for World Domination
Doflamingo also wanted to create World Chaos ... etc
It's like you can't do your Larger Than Life Dream unless you first become Pirate King, that's why everyone chases this Dream

Luffy's Dream is Unique dude, only Roger had it, stop saying everyone has it

No, the main Theme is "Chasing your Dreams"
Oda said that his Inspiration was Vikings, he only wrote a Pirates Story cuz he learned that Vikings are Type of Pirates
And if Pirate King was the End Goal, than Roger would have succeeded in using One Piece but he didn't
And if it was then Luffy wouldn't have a Dream "After" becoming Pirate King
Pirate King is not the Summit of any Dream, it's the Door to All Dreams
That's the difference
So Roger is The Greatest Pirate Figure Overall because he reached a point where he had his finger on the Button that can change anyone's Life & entire World, but he said it was too early.
Swordsmen are part of Pirates Life, same thing for Doctors, Navigators, Cooks, History, Racism, Ships ... etc
But Roger wasn't Greatest Swordsman, neither did he accomplish any of SHs Dreams
But what he did allowed these 10 to gather together & chase their Personal Impossible Dreams
Roger = Greatest Inspirational Figure (Possibly only 2nd to Joy Boy)
But he himself doesn't represent what anyone wants to become
The guy did nothing with his Title & Privilege
It wasn't even Roger's Dream to become Pirate King, it's just what they called him after finding Last Island
If the guy himself & no one from his Era dreamt of such Title, then why are you considering him to be Strongest?

Roger is there at the Top, he is neither Stronger nor Weaker than those other Big Names
But when someone wants to become Greatest Fighter or Swordsman, they don't look up at any Major Name at the Top
They look at the guy with Highest Fighting Skills, the one with Strongest Abilities gained from Pure Training & nothing else like Science or DFs
And that's obviously Mihawk
Actually Roger being Non-DF User confirms that even those enhanced by DFs aren't above Human Training Limit & that's what Kaidou is trying to explain here. So Mihawk is indeed The Strongest
And what Shonen Logic are you talking about?
You wanna tell me that Ging was stronger than Netero?
You wanna tell me that Any Hokage is Strongest Ninja ever?
You wanna tell me that Shenron was Strongest Being in DB Verse?
... etc
Dragon Balls, Finding Ging, Pirate King Title, Hokage Title are examples of focus of most popular Shonens
But never did they indicate "The Strongest", however they were really close ofc

That all makes sense but that would legit be the 5th power up in the same arc. I mean after the Soyboy Nikka awakening, couldn’t be any more clear that Oda is serious about wrapping this up in 5 years, Elbaf might as well be the only arc before the Final Saga at this point. But man...Oda really fumbled the fight, not like it had any stakes left after the Looney Tunes crap.
