Sengoku is the most submissive of the four, he might even be more submissive than Borsalino as Borsalino actually doesn't give much of a shit and could be a wildcard in the future, Ryokugyu is up in the air but given he refused to kick out Issho despite being ordered to, he's far likely to be a rebellious type of character than another Sengoku who just listens and stay quiet
