How is Sengoku more submissive though?
Sengoku never dared to talk shit to the Gorosei even when he clearly disagreed with their actions.
Didn't have the balls to speak up during the Ohara incident
Didn't have the balls to speak up when they covered the Impel Down breakout

Meanwhile Sakazuki actually calls them out on their methods, gets called insolent by them.
Issho disagrees with his hierarchical superior and tries to fuck up the WG's sytem
Kuzan immediatly leaves the Marines once he disagrees with his new boss's ideology

Sengoku is the most submissive of the four, he might even be more submissive than Borsalino as Borsalino actually doesn't give much of a shit and could be a wildcard in the future, Ryokugyu is up in the air but given he refused to kick out Issho despite being ordered to, he's far likely to be a rebellious type of character than another Sengoku who just listens and stay quiet
 
Uh? Source? I've never ever heard of the term "Royal Justice".
Sengoku would never dare speak to the Gorosei like Akainu did, disobey his superior's orders like Issho did or leave the Marines because of a disagreement with a hierarchical superior.
He's as submissive as it gets yet he got CoC.
