Yup, that is a good counterargument too. Oda isn't bound by anything and doesn't have to "complete" a set of moves to satisfy his fanbase. I totally get that.

I'm just saying that there's a good chance it will be argued at least. Whether or not that means anything will be how this chapter and next chapter unfold.
What matters to me the most is the mise en scene. Usually it's pretty clear when Luffy finishes his opponents.
Exception being the fight against Katakuri, we had to wait til next chapter to know whether it was over or not
