You are right, but I feel like Oda completely scrapping important plot points just to end the arc is vastly different from bad writing decisions concerning fights and power-levels.

It also just doesn't make sense given how slow Oda has been the entire time. Why would he waste chapters solely on Raizo or Tama and now this one, if he just wanted to hurry tf out?

Idk but Oda said that Luffy plays a major role in the finale of wano, so I’m inclined to think 1050 was it.

I think Oda will wrap up lingering plot points post wano or in future arcs.
