Ussop's Sniper role doubles as lookout. That's the difference between him and Carrot. When Ussop sees an enemy with binoculars, he can then snipe them before they become a problem. Between that and his CoO, he has always been a better lookout than Carrot. She only performed the role because Ussop wasn't present in WCI. The second he stepped back on the sunny he resumed the role of lookout again for the raid even though Carrot was right there. Don't you think she'd have been the one spotting enemies from afar rather than Ussop if she was joining as lookout?

if Carrot was shown to be a good look out, she would have alarmed Zou citizens BEFORE Dressrosa SH walked pass through Zou gate. In fact, if she were a good lookout, she should’ve known when something went wrong with Bariete BEFORE Dressrosa SH passed. Even every slightest second is important. But she didn’t, even Luffy arrived to the Whale-thingy and she did her job terribly. She didn’t learn a thing especially that before Jack infiltrated Zou and almost killed Inu & Neko. That’s a “good look out” for you.

Luffy does care about roles. He has actively searched for a shipwright/musician/navigator/cook. The role of look out has not been sought after however.
