Well he still became an emperor, he gained something beyond Mihawk and Crocodile, I am listing options. Be it Crocodiles new crew, Buggy's impel dowj rectuirs, or a combination of both.

They should have decent enough manpower, still not as much as other yonko crews but they probably use their own bounty system also to help them out, meaning they have gained access to resources able to pay them.
I'm still betting that he took control of the SSG somehow and managed to save his crew and others, motivating people to join him and justifying the genius theme with him. It also would fit with another idea of Fuji going wrong.
This would give him external power (like most of his powerups) and at the same time justify why they are with him.
 
Weren’t the minks only separated because Inu and Neko hated each other for twenty years? Wouldnt they just need one monarch now?
The way that both Inu & Neko decided to keep the Dukedom to be separated into two factions means that it’ll be better that way according to them. That means day/night is the new monarch
 
Law gives Kidd a copy of the road poneglyph saying that they have the right to have it. Killer says that they have to become serious about this to participate in the battle for the One Piece. Kidd asks Killer if he is trying to say that they should find the man with the "burn wound” even though they have no clue about where is he, Luffy is curious about this(same for Robin and Law makes an interesting expression which could basically be that he knows who he is talking about or that he is just hearing the conversation without knowing anything) but Kidd doesn’t tell him about him because that's better for them.

Yes the reader will obviously have more knowledge then an in verse character, did you believe don krieg was the strongest also?
So you agree that both Mihawk working for Buggy and Buggy being an emperor are in verse perceptions of characters. So why would latter perception be more valid than former perception, especially from someone who knows both and Mihawk well. With Shanks also saying that Buggy being an emperor is weird. So we have:

- Zoro who finds it weird
- Shanks who finds it weird

Dunno why you are coping so hard.
