Tbh Oda chose for a reason more skilled. He could have said outright he's stronger than Saint Shanks but chose that wording, to add more fuel to fire during these two weeks.
If you're willing to have a reasonable conversation, Oda never clarifies strength order explicitly though. Same happened for Roger & WB where one has the title and the other doesnt.

Meanwhile,

Saint Shanks wont be regarded as weak if you say Mihawk > Saint Shanks, he's still hella strong. Just give props where its due man... its been a long time coming.

Lol it's funny when Aramaki said he didn't wanted to fight Saint Red hair pirates alone rather than him being scared of just Saint Shanks but when oda decides to say mihawk>Saint Shanks It's only in skills.


lol Now I understand Why mihawk gave up fighting with Saint Shanks. Bro surpassed him already.
