Tbh Oda chose for a reason more skilled. He could have said outright he's stronger than Shanks but chose that wording, to add more fuel to fire during these two weeks.

If you're willing to have a reasonable conversation, Oda never clarifies strength order explicitly though. Same happened for Roger & WB where one has the title and the other doesnt.

Meanwhile,
