Because Oda never clarified Powerlevels exactly. Didn't do it for WB-Roger, didn't do it for Kaido-BM. Why would he do it for Mihawk-Shanks?

Cross Guild is a pirate alliance with Croco and Mihawk being introduced as commanders? Buggy is the leader, people joined him and they got 1 billion increase as his subordinates, that's what you said.
Why didn't Jinbei get a new bounty under BM and then Luffy? He had to beat a F6 to get his bounty updated.

Bounties 80 percent t of the times are an indication of power and authority. Only in rare instances does it refer to something else.

For example kidds bounty pretimeskip was higher than luffys because he was more dangerous to civilians etc. However his bounty was still an indicator to his overall power.

However currently his bounty does not reflect his physical power because sit was given to him because of luffys endeavors. Same with law. It's the same with buggy. Same with ussop. Same with Robin..

People like miahwk though is a different person all together since the only thing he is even k ow for is his physical might. He doesn't aspire to be a yonko. He has no crew, subordinates, does oppose marines on the dialy. Has no underground network. Dude just stays on his island on rides in his smapp boat bothering no one

Yet he has defeated no one of any significance and only bullied fodder marines

I'm pretty sure the increases are due to the fact that their bounties got unfrozen, not necessarily because of the guild. We don't know how long they've been Warlords for, or everything they've done since becoming Warlords.

I'm pretty sure the increases are due to the fact that their bounties got unfrozen, not necessarily because of the guild. We don't know how long they've been Warlords for, or everything they've done since becoming Warlords.

Nothing they have done should put their bounties above Luffy’s that’s for sure

Dumb argument since Shanks lost his entire arm to no one of significance or importance to the story. Shanks has also not defeated any high tiers let alone top tiers on panel that we have seen. But do you think I would be dumb enough to say that he couldn't? No. But apparently you are dumb enough to think thay mihawk can't?
