If it cuts back to bounty talks when we get back to the straw hats then it would still make sense if the goal was surprise. Kinda weird to have 9 commanders when Luffy wanted 10. And unless Vivi is in that barrel we won't get that "10th and final commander" for a good while, which makes Carrot popping out of that barrel in a chapter or 2 after not as farfetched.

I doubt we will see them before they are nearing the next island, thats usually how it goes

Robin joined chapter 217, right exactly after chapter 216 where Vivi decided not to join. At least Robin appeared and asked to join the crew while Luffy’s approval is in chapter 218
