A chapter presenting the crew as Luffy's commanders would've been the perfect opportunity to have Carrot appear if she was indeed on the ship

If it cuts back to bounty talks when we get back to the straw hats then it would still make sense if the goal was surprise. Kinda weird to have 9 commanders when Luffy wanted 10. And unless Vivi is in that barrel we won't get that "10th and final commander" for a good while, which makes Carrot popping out of that barrel in a chapter or 2 after not as farfetched.
