Maybe, but it doesn't change the point. Luffy is set for bigger things than Saint Shanks, so there's absolutely no problem with Mihawk being stronger. Zoro will almost certainly be stronger than both of them by the end of the series anyways. So will Luffy.

I really wonder where are other admirals who worked alongside commander in cheif kong. We know about kong being a former Fleet admiral. Then who are other admirals when kong is one of admirals. Why didn't we get any mention of them. Also Kong is still in good health(maybe he is a force to be reckoned with). So if his teammates are dead then why did kong not aged . Is it the same as gorosei?. There is a mystery surrounding this entire thing. Kong being considered as position for commander in cheif. Atleast other admirals who worked with him should be instructor or someone else.

Saint Shanks was never the pirate king , will never be , and till kaido ( the actual strongest in the era) died, he wasnt even trying to be the pirate king
