Heavily disagree on this. You're trying to play this off far to easily imo. The question should be asked why Oda doesn't take a chance like that to squeeze in some Ray hype. We know he was part of the battle, making him seem like an irrelevant subordinate is not the way to portray someone that is an absolute legend of the verse.
How many times has Oda randomly hyped Oden even when the dialogue wasn't about him. He's not going the extra mile to wank Rayleigh in his best days.

Koby also said the next time he would meet Luffy he'd be much stronger but he was nowhere near Luffy's level. And he's not going to catch Luffy is he? Luffy's going to succeed in becoming Pirate King. Also don't forget Koby said he's also trying to reach both Luffy AND Zoro's level. And Koby can become the strongest Marine in his gen, sure, but it doesn't mean he'll be at Luffy's level.
No mistakes Luffy fought coby two times and Zoro only helmeppo.
To be real Kobs will need to be close to Luffy.
Kobs will at least reach Garp level and given its a shonen, new gen and all these shit he will likely became even a shade stronger
Garp never really catch Roger, doesn’t stop him from being a monster and stronger than 99.99% of the cast (for me only Roger. WB and Xebec were above Garp (not counting joy boy imu etc))

this is not good for Mihawk compared to the yonkous
We know from Hancock, Crocodile and Jinbe that the rewards of ex-shichibukai are super inflated. Even more Mihawk is a marine hunter, whose level of dangerousness would be totally incomparable for the navy and makes him have an even more inflated reward than usual and still being commander of the triad that commands pirates who hunt sailors
Even with all that, the bounty is still considerably lower than Shanks and even lower than current BB.
With all this perk of reward inflation he couldn't reach 4B+, which would be the ideal reward for someone of yonkou level.
Prime Ray not worthy enough to fight alongside the Big boys. Prime Garp legit took his place away, don't pretend like you don't get the portrayal. While Roger and Garp were the main events Rayleigh was somewhere going at it with Linlin or Wang L.
