Well here's the thing, why can he summon the fox in the first place? Because he's trapped in his genjutsu, that's what Minato broke. When he broke it Kurama was set free then got restrained by Kushina.
The summoning is flavor here, what binds 9tails to Obito is genjutsu.

Doing this broke the genjutsu on the Kyuubi and prevented it from being summoned again by Obito.

Minato complimented Tobi during the war too, hell he made his jutsu his signature move. Tobi outclasses him in pretty much every category, besides being slightly less versatile in FTG, which shouldn't be a problem considering Tobi knows it in and out.
Teleporting barriers, being faster as documented by Tobirama, being quicker on the draw / better at utilizing it... You're comparing an old gen iphone to the newest model here.
I don't about these translations, I always gave Madara the benefit of the doubt and had him slightly above Izuna, but still a near equal is warranted in a case like this.
Okay so the entire translation of Izuna=Madz comes from this user. Either take their new comments at face value or toss away the old translation. There's no other reference to this parity of power between the brothers.
Secondly, the translator states;

The nuance I get here, is that Izuna’s power/ability level does indeed come second to Madara’s. There is a difference in ability between the brothers. It is not equal. Near equal, perhaps. But Madara is still superior than Izuna while Izuna was alive.
The translation puts Izuna behind Madara and the translator is even hesitant to say near equal and reinforces the statement with this;
But Madara is still superior than Izuna while Izuna was alive.
The take away is that Izuna was second to Madara and there's nothing concrete to be used to argue parity between the Uchiha brothers.
