But now we're seeing Vegapunk, my desire to see Caesar Clown's return with the crew increaseas again. Because Oda surely made him the 2nd scientist of the world for a purpose and I believe he could come back in this saga and have an important role again.

It’s the best arguement Vivi has and honestly makes her a far stronger candidate than anybody else because it doesn’t rely on headcanon. Plus she already has history with the SHs so we wouldn’t have to waste time building up her backstory.
Not saying that I actually want her to join or think she’s going to join. I think it’s far more likely that our current SH lineup will be our final lineup. But if anybody new actually joins at this point, it’s gonna be her.

I’m not sure what you mean by “oda can’t count”. Are you referring to that scene when Luffy said he wanted at least 10 men?
Luffy not referring to himself was just an editor’s interpretation of that scene so I don’t put much weight into it. Plus Oda could have changed his mind if that was his original intent. It’s been 25 years after all and Luffy was vague by the total amount of crew members he wanted.
10 total crew mates is a nice round number so it makes sense to me. I just don’t think there’s enough time left in the story for a new crew mate without it seeming like as ass pull unless it’s somebody like Vivi.
My problem with her is tha she’s fodder tier and would be a liability for the SHs constantly needing to be protected. Could be wrong but that’s just how I currently feel about it.

Well, Yamato knows Luffy’s overall dream and doesn’t know the answer as to why Wano’s should be opened. She hasn’t given up wanting to be a crewmate either, so I think it’s just a matter of her being given time to see what she really wants out of life now that she has made her choice. I imagine we’d get an update in an interlude after Egghead is over, similar to Koby or Rebecca after Zou.

It’s from One Piece Magazine vol. 10 (2020) where one of the features articles talks about Luffy’s remark about wanting 10 crewmembers and that Jinbe makes the 9th member to join the crew. However this article not written by Oda himself but rather an editor. Given that it wasn’t from Oda himself and editors have a history of being wrong in their interpretations, I don’t put much weight into what was said.
