Yea he is and that is the problem. In One Piece characters don't grow, they are just one dimensional static characters. BB is supposed to be end game villain and Oda still making him be a coward. BB ran from Shansk, ran from Akainu, ran from Rayleigh, and now he is ambushing Law. How is BB supposed to be end game villain with a resume like that.

Unfortunately Oda is a plot based writer and not a character based one. In his works the plot drives the characters not the other way around. Oda seems to be getting lazier, so now the plot is weak and we have zero character progression!

You're acting like this is the first time we know haki counters devil fruits. Doflamingo said that to Law against Vergo, Law couldn't teleport Big Mom for a reason, Garp sent Marco to oblivion, Garp hurt rubber man, you also don't expect Hancock's power to work on someone like Roger for example etc

It's a known fact that Haki prevents these things from happening

Does change the fact that the plantling got so scared he didn’t want to even end any of the samurai. Shanks was miles away. He could have ended one.

Shanks didn’t go to fight WB, he was just showing his haki. However, he wanted to show plantling that he can neg diff him everyday of the week and twice on Sunday.

Give it a rest, no marine wanted and wants to fight Shanks. The whole of marinefold was shook. Akainu didn’t say shitt when Shanks told him to stop his kids bday tricks. Wihawk dipped and cited a fake technicality that he didn’t sign up to get neg diffd by Shanks again.

If you’re argument is that the Elders are scared of Shanks, the simple fact that they literally let him walk right up to them with no protection should debunk that pretty easily.

They were scared of angering Kaido but were totally ok with letting Shanks come right up to them.
