We all saw what Caesar did to Katakuri. Fights in One Piece aren't determined by just "who's stronger" tactics and other things matter.

We've all seen what Pacifista lasers can do, and Queen has that tech. As of this moment, no Yonkou Commander has been shown to be at Admiral level, or really near it (you can make an argument for Beckman, probably, but still not much to go off of).

Multiple characters spamming DF abilities in the same place doesn't help your Burgess or Queen agenda, 1v1 they are ass.
It's very easy to lump Burgess with Usopp's future opponent and say they're equal, it's what this fanbase has been doing everytime that Lanji manages to get away from Franky and Brook and shares a panel with Luffy or Zoro.
