You are able to use excessive amounts of Haki. Proof being Luffy's G4, with both Rayleigh and Law mentioning how Luffy us using too much Haki. The problem with Enma was, that it forced Zoro to do so against his will. What made it hard for Zoro to control Enma was to constantly try and restrain his Haki. King of Hell is basically Zoro allowing all of that Haki out, which he can do with another blade too.

Is it a special ability enma allows zoro to do or is it something zoro/anyone could do without it if they don't regulate their haki?
Anyone that has the level of Haki and will power Zoro has, meaning not many. Most would turn into a corpse wielding Enma.

Depends on what you mean by KoH mode.

Can Zoro use AdCoA without Enma? Sure.
Can Zoro use AdCoC without Enma? He needed Enma to unlock it, but once he did, he could use it without Enma.
KoH is fusion of AdCoC with extremely large amount of CoA. That can't be done without Enma.

So not everyone can have enough haki to satisfy enma but anyone can follow the same concept of koh mode without it?

If it's just letting lose as much haki as possible than technically anyone can
Tho if its something specifically only capable for those who've mastered enma only oden and zoro can. Tho zoro is obviously gonna get even better at mastering the form

It's specific to Zoro and his haki, Roger, WB, Oden, Kaido, Yamato we've seen them go all out and none of them have the ryuo smoke from going all out.

Yes, anyone who can use Haki, can use too much of it. Though when it comes to King of Hell, it has both armament and Haoshoku, so without Haoshoku, the user of armament would simply use excess armament like boundman. And even if you have Haoshoku, it's rare for you to be able to coat yourself with it.

So in other words, if you have armament and Haoshoku infusion, you can mimic King of Hell in its functionality (since King of Hell is nothing more than Haoshoku infusion and Ryuo, but in case of KOH applied to swordsmanship. Rayleigh can probably do the same, hence King of the Underworld).

Zoro himself said he has no idea what Kaido was saying when he said he used ACoC. He clearly has no idea what he is doing.

Enma is still forcibly extracting Haki from Zoro. That hasn’t changed. Before Zoro was limiting the amount that Enma releases. To prevent exhaustion. Only difference now is that he is doing the opposite by not limiting haki usage. KOH is a result of Enma removing haki from Zoro at large quantity.
