Ulti was the only one annoyed by Queen, nobody else was a triggered brat aside from her.

My point is that perhaps Queen is the easiest target among the Calamities.
Manga has already confirmed the possibility of a higher rank not equalling higher power.

Queen wasnt a subject for anyone but the one triggered by him - Ulti.
He picked Queen and I think there is a reason for it and it's not Ulti being triggered at Queen.
Time will tell, Queen certainly looks the least impressive to me, aside from being tanky, there isnt much to him...
