That wasn't necessary, since Shanks' appearance alone made everyone surrender. Why would Shanks even fight when Marines are falling to their knees beforehand? Shanks challenged the Marine HQ with their strongest forces present, said, let's fight if you wish it. The war ended, Sengoku took all the blame upon himself and gave away their trophies.
That headcanon has been debunked at least 5 times in the recent chapters. The Navy, as in the Admirals, couldn't move a muscle against Shanks because he's a Yonkou and they need permission to engage in combat because starting another war is not as easily done for an organisation. The fighting force was never the issue.

Lets not beat around the bush here. Kizaru is getting focus in an arc after 2 Yonko. His danger to the crew may pose a bigger threat than these 2 Yonko did, because thats Shonen progression.
However, that same shit applies to everything else. If Kizaru falls here, then BB, Akainu and Shanks are more dangerous threats in their own way. If BB or Shanks were next, then Akainu is more of a threat than either one of them. If one of the Yonko are the final antagonists, then they are stronger than Akainu and the other Yonko in their own way, and potentially the strongest in the series sans the MC who defeats them.

And he could afford to do so, knowing that a fight with the Red Hair Pirates would be devastating despite all the forces the Marine HQ had. If the Red Hair Pirates could've been squashed by the power of the Marine HQ, there would be no point in challenging them in the first place, as there would be no leverage.
