Borsalino and Sakazuki both came under the tutelage of instructor Zephyr. The two were already considered "monsters".[5]

The most canon explanation that we have is that both were specifically trained under Zephyr, iirc it was confirmed that Z's past in the Navy is totally canon which absolutely would proof my point right and that Z tried to make Borsalino less dependent on his fruit.
