Let me make this clear to you since you don't seem to understand. The champion doesn't have anything to prove. It's the challenger who must prove they are a challenge and worthy opponent to the champion.
Mihawk has achieved his goal by becoming the WSS. At this time he just sits at the top waiting for a worthy challenger. To bypass his time he does things like garden.
Why should Mihawk aim to be the PK when he doesn't care about being the PK? PK is different than WSS. Nobody can become the PK alone. While the WSS is a goal you can only achieve by yourself. You can't have anybody fight your battle for you.
He didn't become the leader of Cross guild because he didn't want to. Being the leader of that organization wouldn't make a worthy challenger appear any faster

It is possible tought yes acoc is rare but liike you just said only a few have it in the strongest .

The revos dont mention Kuma at all when discussing the reverie
It's like Luffy in EL, he went there to declare war on the WG because he went there to retrieve Robin
You have to remember at that point we didn't know Kuma was in Marejois, Oda was hiding their real objective
