If I had to make a " Who's the strongest? " poll, I'd do this:
Alive:
Kaidou
Big Mom
Shanks
Garp ( or specifically Prime Garp )
Prime Sengoku
Luffy
All Time:
The previous contestants, plus Primebeard Roger and Shiki.
Akainu only has 1 form of Advanced Haki, all of the people I listed are implied to have more than that or stats to make up for a lack of Haki.
Until we get more feats from Akainu, he's not really in my list of the strongest for now.

He's supposedly stronger by Shanks ( by some presumably small margin though ) who's stronger than Akainu and Blackbeard ( for the time being, though if Blackbeard gets Advanced Haki and Awakened Fruits he'll definitely be as strong as Shanks if not slightly stronger ).

Just how I feel their portrayal is at the moment. Akainu's equal is working under Blackbeard who has questionable portrayal comparatively to Prime Rayleigh.

Dragon is a candidate for top 1, but unfortunately he has no concrete portrayal yet outside of potentially being above Sabo who is usurping him in fame

Shanks was among the top Kaido ever encountered, with Shanks being the only one alive among them, but Mihawk edges him out in portrayal in everything that has ever compared the two thus far

I feel like Blackbeard might turn out to be the strongest, but it hasn't been portrayed that way yet, so with all those options out, Mihawk is the only one who stay on top

Because, as much as people like to hype him, we don't know shit about Dragon's power level. And maybe never will cause he's being overshadowed by Sabo.
Because Teach is currently having a lot of trouble with Law and his fodder crew. I think he needs another power up (DF) to be the strongest.
Because Shanks is a swordsman and Mihawk is the World's Strongest Swordsman.
As I said, Akainu could be the Strongest Man alive right now, sure. But I'd personally bet on Mihawk.
