CoO is not an active technique...and moreover how do you sense a presence of someone when he ain't attacking??...you can at best sense the aura but you can't sense the identity of that person...

Whenever Coo is activated consciously or not is inconsistent in the series. Sometimes it's activated even when it's not willingly while in other cases it has to be activated willingly. And many times people fail to use Coo to locate others or predict attacks.
