Again, there is not indication Luffy activates COO when he points out that people are strong. I posted a panel where the Strawhats had no reason to have COO on. they were actively chilling yet Luffy still sensed Caribou.

Oden does not seem to be the type have COO on yet he felt Roger and ran straight to him.

Instincts...we know from the beginning about Luffy's instincts .....he accuracy to spot things is almost right for most of the time....Oden could have had those kind of instincts.....

Regarding Luffy sensing Caribou, yeah there is no proof otherwise but there is a possibility that Luffy had active CoO at that time.....

How do you show Luffy activated CoO on panel to tell someone that they were strong?...

Basic sensing is not god level haki. it's literally one of the basic things observation can do. We've had the strawhats who are were weaker than commanders sense someone without actively trying this is an inconsistency.

"You have to actively sense everyone and differentiate between person to person" is what you have said...so far only Rayleigh and Fujitora could do that...basic sensing is sensing one or two persons at a time which anyone with haki can do....

besides which straw hats sensed someone without actively trying??

Since Kaido's appearance Oda had implied that he is finding way for Luffy to defeat Kaido....he had hidden the secret Armament from us till recent chapters and only Roger and WB is shown to have same Armament as Luffy (even BM VS Kaido and Shanks VS old WB wasnt shown as such) .... so yeah maybe this was the hidden method he was talking about ....
and as mentioned Conqueror's Haki develop Automatically along with Armament and Observation so right now Luffy might have far superior Conqueror's Haki too compared to FMIsland
The only thing that makes me not say that Luffy will be 100% fighting Kaido and win 1v1 is that ... When will Luffy learn and use Awakening then ... maybe first round is a loss as theories goes and Luffy will come back at Kaido with everything+awakening

Luffy coming bck with everything+awakening to face Kaido would be awesome tbh.

They had no reason to have COO up in this scnece. They were just chilling.

WB was able to sense Oden's beast like aura approaching the same goes for Oden when they met Roger.

He did that for the first time to show Luffy have learnt CoO...he did it again to showcase the FS.....he need not to do all the time to show he is using normal CoO...

There are sure many times when a strong fighter with haki failed to sense someone near him/her such as Hancock not sensing Luffy when he was right above her bath, Rayleigh and Kizaru not seeing Kuma coming, Whitebeard and the admirals at Marineford, Doflamingo not sensing Moria when Absalom hid him or that Luffy, Kyros and Viola were just at a window, Fujitora failing to foresee Luffy attacking him with EG, Katakuri not sensing Nami, Carrot and Chopper in the cake, etc...

Yeah...imo, that is why CoO is difficult haki to master than CoA....it is mentally taxing as you have to be focused....
