I doubt these taboos are strictly cultural, and it's not done predominantly by men either. I doubt men had many reasons to hang around with women outside of sex back in the day. The stronger you are, the higher your chances of survival. So women naturally had a disadvantage. Not to mention the pregnancies, which make them completely vulnerable.

So women needed protectors and providers more so than the other way around to protect themselves as well as their offspring. So it's more logical to believe women chose strong partners to hang out with to protect themselves, which eventually led to the creation of families. They stopped being promiscuous in exchange for protection. Then men too started preferring women who only sleep with them over women with many partners.

It applies even now tbh. Remove the lawful enforcement of accountability for men, and a lot of women will be begging for marriages.

It would depend on the infrastructure of the cities. if we keep building stuff over stuff.. we will never reach that stage, but if we rethink the way we build cities, giant coridor and rooms could be constructed between infrastructure (making them look like the exterior) those could be heated, entire environment could be reshaped to maxime better wether conditions etc. There are for sure a number of way we could give humanity the potential to live in a society were temperature and wether condition won't be an issue. The rest would just be a question of time.
