The entire "carrot for nakama campaign" is contingent on the death of Pedro. If he is back that itself will end the longest nakama campaign in OP history. Btw Pell without armament survived a nuke, Pedro being a veteran pirate with armament could easily survive few sticks of dynamite that too on a full moon night.
For me, Pound's survival is proof that Pedro has died.
Among the "allies" of the SH, they were the only two who died almost on screen. Oda wouldn't do a Pell twice in the same arc - furthermore, Pedro already pulled a fake suicide bombing once in WCI. And, has he said, it was necessary to do anything that was possible to save Luffy and his crew. He couldn't play it safe with the explosion, he had to produce the deadliest one to kill Perospero - and it failed because Peros has a candy armor - but he hurt him bad nonetheless.
And he couldn't turn Sulong because it was the day; and he needed the full-moon to transform. By the way, the fact that Sulong was revealed with Carrot and not Pedro nor Perkoms, and that of the two who used it, she was the one able to master it, is another proof of her importance, at least on a symbolic level, as Pedro's inheritor.
The last few pages of chapter 877 are quite clear on that : Pedro explains to Carrot his belief of the Strawhats' importance to the Minks, and she obviously inherit it in chapter 888 when she says that she'll fight for two, herself and Pedro, while turning into a Sulong.
Now, I could be wrong, but while Pound is barely above a background character, Pedro and Carrot are quite a bit more developped and important to the plot. Him not being retrieved on WCI would be a terrible story, and Oda is a great storyteller. He wouldn't do that. At least I don't think he would.
