On the case of Kuma and Franky, it has been said and shown that they are more durable than their former self which is not the case with the Seraphims and King.

For now we have no factual element that show that the seraphim durability is better than King’s. Like there is no proof that S-Hawk’s fruit > Mr 1.

Going by the Shanks vs Kid thing it seems that Shanks does not have most of the RPs. Probably at this time SHPs have the most (3) followed by Heart (2 maybe 3) and Kid (2 maybe 3). Neither RHPs nor BBPs have shown to have secured the Wano and Zou RPs. BB has the WCI RP, neither have a Mink to get to Zou. Shanks probably has the last RP in Elbaf etc. (the man with the burn mark, Saul).
