Based on the latest SBS answer Oda seems to suggest that Sanji’s resistance to fire is down to the latent power of science inside his body.
It seems like he’ll expand on it later too and said to keep an eye out.
This is what most fans thought anyway except certain Sanji fans who were in denial about it and thought it was about ‘passion’ lol

You got the first part right but the second part is not written in a way that makes it sound like it’s unrelated to science.
Oda explains that the Raid Suit triggered the latent ‘Power of Science’ to manifest itself (which explains why his eyebrows changed). He then brings up the fact we know from before that Sanji has an unusual resistance to fire, which is strange and then says let’s keep an eye on this. The implication being that the resistance of fire is related to the latent ‘Power of Science’ inside of him.

We’ll have to wait for the official translation, because the way Eten translated it, it’s framed as before Sanji awoken any science inside of him he had this resistance to fire. Meaning, when he was just a human.

I got a headache from reading all this. Sanji was considered a failure, a failure as in not having exoskeleton capabilities, superhuman strength, or the innate capabilities like Reiju's poison abilities with or without raid suit, it's not confirmed yet if Judge making the raid suits can work with regular humans just using them since Queen basically showcased that he can use all 4 without needing genetic modifications to do so as a human zoan fruit user.
