It's not just about Haki. It's about other things as well.
Kid for example had a higher bounty than Luffy, not only because he was strong but also because he attacked and killed civilians.
King and Queen both have epithets of Wildfire & plague. Im sure they didn't get that for no reason.
Them being strong + crazy other shit they did = 1B+ bounty

Look at Zoro's and Sanji's bounty after they defeated King and Queen. Their bounty is 279-288 million less than King and Queen which shows how inflated their bounty was.
So if someone defeated Jack, their bounty will be around 715 million taking away this inflation. Now I see why Oda put him with Perospero. Both were defeated by a similar character and both could overpower King's Mink without their sulong.
Jack is Perospero overall level. No haki, no mastery over his hybrid form, no named attacks and the reason Tobbi Roppo wanted to aim for an All Star spot.. Jack was not worthy, he indeed is tough, but not on the level of Cracker.

Well you can get high Bounties in Op while not beeing that strong. The longer you are able to cause damage and kill civilians on different Islands the higher your Bounty gets. Luffy/Zoro etc. basically only got their Bounties when defeating Enemies most of the Time. Zoro having such a high Bounty after just his 4th increase cause of his 4th big known Fight to the Marines

All Stars are like Kidd, their bounty shows their power and how dangerous they are for killiong and destroying towns. Also their inflation of being with the Emperor for many years.
While Luffy had a much bigger bounty than Katakuri, his bounty shows that he hasnt demostrated huge feats as King, yet they are still relative. Look at Cracker, they didnt even knew his real face. Big Mom pirates are mostly already established, after all it is said that Whitebeard and Big Mom were pirates from the old Gen while Shanks and Kaido are more new.... Kaido was a rockie at Rocks...
But yeah, they should have an extra bounty due Big Mom. Hard to say how much.
There still must be a limit to how high your bounty can get for killing civilians. I mean, look at Jack, destroyed Zou with an army, if he does that once again at Egghead, what will be the difference? Nothing new, nothing will show he got more dangerous or stronger if he keeps doing the same feats.
An another example is if we have 5 characters that have 4000 doriki, if Sanji defeat 1 he gets a bounty that demostrates that, but if he defeat another and then another, why should his bounty get higher if he is just beating characters with the same power?
For that reason is that I think there is a limit to how high his bounty can go if he does the same feat in the same way.
