Well you can get high Bounties in Op while not beeing that strong. The longer you are able to cause damage and kill civilians on different Islands the higher your Bounty gets. Luffy/Zoro etc. basically only got their Bounties when defeating Enemies most of the Time. Zoro having such a high Bounty after just his 4th increase cause of his 4th big known Fight to the Marines

-Wano Kuni/King 1.111B
This is impressive as hell.
There still must be a limit to how high your bounty can get for killing civilians. I mean, look at Jack, destroyed Zou with an army, if he does that once again at Egghead, what will be the difference? Nothing new, nothing will show he got more dangerous or stronger if he keeps doing the same feats.
An another example is if we have 5 characters that have 4000 doriki, if Sanji defeat 1 he gets a bounty that demostrates that, but if he defeat another and then another, why should his bounty get higher if he is just beating characters with the same power?
For that reason is that I think there is a limit to how high his bounty can go if he does the same feat in the same way.

Luffys bounty was because of Katakuri + Owning a fleet that rivals an emperors.
BMP are just as inflated as the beast pirates bounties.
That is what Morgans said, and at the end is just rumors. His feats at WCI has nothing to do with his fleet, so why mix them? Just we know that Luffy wasnt really an Emperor to be called the 5th Emperor.
It was just Morgans hyping him.
