the Df dont give shiryu any power only hax and invulnerability via awakening. Shiryu will be more of an hakiman than the rest of the crew. Shiryu can ciash with garp but his goal will be to go directly for the kill. swordsman dont clash afterall they cut their opponent.
Asura is build different dont compare it to mere armemant.

Zori's Asura did vs Kaido. 
A top tier swordsman has to have good haki either way, they cant have mediocre haki and be top tier.
However, whether Shiryu has aCoC or not, is hard to guess. He doesnt necessarily need it.
However, being a parallel of Oden, he should have it.
I am sure if he doesnt have it, Oda will find a way for him to keep Zoro busy anyway.

Also devon is brook oponent at best and he showed perma coa on his nose this chapter so expect some very ridiculous level of haki way above devon from the top 3 commender let alone shiryu who like every other first mate is going to stand out with his haki and power that is 99 swordsmanship and haki.
Oda is kinda more obscessed by power level than us, he waited for zoro and luffy to be done with coa and become advanced conqueror user before giving it to the weak and mid trio strawhat futur match up opponents, most of them are going to use hardening coa, awaken their fruit and basic coc for nami while luffy and zoro get another power up.
