Yes and No. Zoro and Sanji are not at that big disadvantage ( when it comes to becoming stronger ) + their fights are going to be a f'ing bloody murder high diff fights with King and Queen where both of them grow their Haki imo.

I'm of the opinion that they're not even at that level, by rights they shouldn't be if you look back at their accomplishments post time skip... they shouldn't have the power but they got they flashy stuff but none of the substance.

That is true but honestly, there was no time for this till now. The closest we got to Zoro&Sanji duo were at WCI for Sanji but Oda said f*ck you fans and didn't give him a proper high diff. Zoro didn't had a chance to fight someone strong until Wano.

Law had to act being dead to hit Doflamingo with Gammaknife. Law is strong but Zoro is objectively stronger. Superior swordsmanship, superior physical strength, attack speed and haki.

Law had to pull out a mountain sized room to slice a mountain whilst Zoro casually cut Pica's arm in several pieces with haki slashes.

Do you think that Doflamingo would humiliate Zoro like that as well when the latter put up a good fight against Fujitora and pushed him away despite being crushed by his gravity? And do you realise that Zoro overpowered this gravity and, as I said, pushed Fuji away with an Ittoryu slash?
