Nah, most of them are very readable. There is some business, but its handled way more clearly than OP with an actual appropriate care placed for black and greys to make the images pop.
There is sometimes the issue of the angle being too large and filled with details, but even then, the action points are much more clearly identified.
Just compare this with the latest officially released One Piece chapter where there is no differentiation in values between the crowd, making it completely illegible.

I dont even stress about what im looking at anymore. The anime does a superior job of showing whats going on anyway. As long as I understant major stuff that happens im ok. Hori is rushing this thing.

This is worstgen. People here have different views than other places like Twitter, Discord, Youtube and Reddit. I have heard that he wants to wrap this up this year and many had wanted some more time for the kids to grow up. Feels like the war could have taken more time to build up when everyone is near graduation. Can just tell Hori wants to move on

I don't think the characters being near graduation would have meant anything at all.
It would have just meant larger more disjointed time jumps that I don't think anyone would like.
As for the set up for this arc, yeah, we definitely could have slowed down a bit to better set up the characters who would actually have a part to play as opposed to having flashbacks to stuff that happened just before the war every five seconds.

And the Todorokis are all gathering in the same location, though I'm kind of confused on how that happened.
Dabi is building up for a final "prominence burn" but we all know the story won't have him mass kill innocents, but I also can't imagine him just burning up nothing.

with a TNJ and Dabi wanting to stop his massive explosion and Dabi wouldnt know how to stop his fire like when he was a child and Endy teaching Dabi how to stop his fire to atone for when he wasn’t here when Dabi burnt up
or
same TNJ etc but with Dabi impossibility of extinguish his flames and Endy sacrificing himself and carrying Dabi in the sky for the massive explosion to happen
