It would be lame if every marine was like Garp but he is the exception, so he contrasts well with the rest of the marines who are driven by duty and are much more serious. A marine who became strong enough to be one of their greatest while keeping his freedom of expression is an interesting concept for such an organization.
His interactions with Sengoku in the leadup to Marineford were great and his moral dilemma about choosing his duty over Ace gave him a lot more depth as well.
To me it sounds more like you're hating on Garp by proxy of your own taste in characters or all the dumb powerscaling discussion of how he compares to the admirals or if he would've actually managed to kill Akainu or whatever, rather than actually looking at the character's actual history and significance.
