WB refused to do it
Big Mom refused to do it until She gains a Powerful Ally (Like Elbaf)
Shanks refused to do it until Post-Wano
Kaidou refused to do it until He maximized his Military Power

But let's use this Stance against Mihawk cuz we are Insecure lol

Everyone lacks Military Power lol

We've literally seen Kaidou, Big Mom & Blackbeard seeking more Military Power Non-Stop
Dragon also said that He lacks Military Power to start Final War
Even Shanks is Hinted to have been doing something before Wano Ending to Prepare for OP Race
(He also Allied with Giant Pirate Warriors)

So when it comes to Overall Military Power, why wouldn't Mihawk consider Luffy on Level of Shanks & Blackbeard?

Saturn literally brought an Admiral, Lucci & 100 Ships just to Fight Vegapunk
So imagine how much you need to prepare to fight Three Emperors in a Battle Royale

Yonko also don't know everything about each others Cards, so No Preparation feels Enough, cuz you don't know what your Enemy is hiding & what Tactics they might use

Start reading OP from Story-Perspective, it's not a 1v1 Tournament lol

Exactly, Mihawk is fraud only for those who call him over any other top tier, who can one shot Younko etc. While in reality he is strong, but he is not able to solo SH. In best case scenario now he able to defeat Luffy extreme-hight diff.
