It has nothing to do with rebellions around the World. It explicitly says that 8 World Government affiliated countries rebelled BECAUSE of the Lulucia incident....

And because the Celestial Dragons were making an example out of Lulucia Kingdom.... It kind of defeats the purpose for them to make an example of a Country, and nobody knows it was them who did it.

The story revolves around an Ancient kingdom and the history related to the entire world around it being utterly lost to time. The entire outside world has no clue about what's in Wano.
