It all fits.

- Imu is hidden. It probably goes Imu > Yonko > Gorosei > YC. So they literally could not do anything without outing Imu.
- Yonko were in a stalemate. There was balance on the seas and WG reigned supreme.
- The Pirate Kings role must be the one that unites pirates despite their conflicting interests. Probably only force that can win against WG.

Xebec got pirates under him but they hated each other
Roger died too early
Kaido got pirates under him but they had to serve him and were not free
Blackbeard is actually doing a very good job at getting capable pirates on his side while granting them freedom
Luffy is similar to Blackbeard but "less evil than BB" even if he causes destruction too

Even against non-swordsmen he's never lost a proper fight again unless he was nerfed beforehand or just fighting something like a logia without haki. Kaido is the only debatable moment.

Oda likely believes so himself when he gave the parallel of King telling Kaido almost the same words of "I'll never los to anyone" in a flashback just before Zoro overwhelmed him.
