The issue is the context of the scene then doesnt make sense if thats the case:

- If this is his evil twin brother or clone who works for the government, why is he hiding his identity under a cloak?
- Sengoku and Gorosei both have deferred to Shanks' requests with the saying "because its you". Shanks had his scarring at Marineford. He's given the same "status" with both people.

yeah the biggest reason it wouldnt be a double is that the government higher ups treat shanks the same way in public as they do in the meeting room

Also the idea that it’s Shanks brother or evil family member doesn’t actually affect anyone in the story other the Shanks.

This is my biggest issue with it being a Shanks family member. That reveal doesn’t add anything to the story or for the characters

It's at least a possibility, honestly.

I mean why would the Gorosei talk to Shanks personally in Mariejois of all places? We know that the WG does deal with the yonko, but they always used CP0 as intermediaries, at least in the case of Kaido and Big Mom.

Yet with Shanks, they supposedly invited him into Mariejois? It doesn't make that much sense. Why would the gorosei trust Shanks, who is a world renowned pirate, not to plunder the holy land?

Shanks alone can’t hope to plunder Mariejois, especially when an Admiral was already stationed there for the Reverie.
They know he’s not that stupid.
