Baroque Works:

Luffy struggled with Crocodile's Logia intangibility but figures out weakness of him (water/liquid).
Zoro can't damage Daz's steel body until he unlocked BOAT.
Sanji only struggled with Bon Clay's face switching of Nami, but Sanji baits Bon and beats him.

Beast Pirates:

Luffy struggled with Kaido's dragon scales, but unlocked Adv CoC and G5 to beat him.
Zoro struggled to bypass King's Lunarian defense, but unlocked Adv CoC and beat him.
Sanji struggled to properly damage Queen's tough hide, so he unlocks Ifrit Jambe in order to deal major damage.

It's pretty clear that Oda wanted to keep up with the trend of hax/gimmicks here.

Blackbeard Pirates will be the same. They will have Awakening and play dirty.

That's a reach.

Sanji was already damaging Queen, albeit slowly due to his ancient zoan+cyborg toughness.

The North Blue isn't "a quarter of the world".

There are the 4 Blues + Calm Belt + Grand Line (both Paradise and New World).
