Not exactly that.
The chapter implies that becoming WSS=Being King which is demonstrated in Zoro's Conqueror Haki.
Not only is Mihawk top tier without DF(Which pretty much prompts the idea that he should have CoC) but he is also the current WSS.
Tbf zoro’s ambition is bigger than himself and just surpassing mihawk. On top of wanting to be wss he will do anything in his power to help make luffy pirate king. With him willing to risk everything including his dream and pride for luffy
Him willing to go to hell and back for luffy

Again mihawk most likely has it but their are things that stop it from being something 100% set in stone
Yes he doesn’t have a devil fruit but he could make up for that with other powers. We know he was the strongest meito and that lots of them have special properties. He’s also the only one we know of using a supreme grade blade. So maybe he makes up for what he lacks with yoru.
And being strong and the wss is cool but when other top tier like the admirals don’t even have basic haki it doesn’t mean much. At least when it comes to having conquerors or not

Okay but that doesn't change the fact that in this scene it is specifically implied that being WSS=Being King.
Everything you listed is irrelevant and was never implied in that scene.
The fact that Zoro's ambition is greater than Mihawk's only indicates that his CoC will be stronger but does not disprove or diminish Mihawk's own chances of having it.

Crocodile like mihawk is another seemingly ambitious character with them both teaming up for their utopia plan. Leading buggy to not only calling them out as pirates but their goal small time.

With his speech of failed ambition and true dreams being able to reach their hearts and inspire them

Tbf tho conquerors isn’t just related to ambition. With it lowkey coming down to just how connected you are to luffy lowkey

  2. Katakuri protect his families
  3. Rayleigh outside of helping Roger idk
  4. Chinjao I don’t remember
  5. Yamato no clue really

He has it because of the simple fact that in order to make a kokuto it needs it see Zoro's wano pu oden's das told that in his hand it will be a kokuto soon but he got Acoc instead besides he is the WSS wich means the best in something like shirohige and kaido WSM and WSC have it too and for Zoro's dream but it could be achieve in another way

Koby dreams to be an admiral and has or at least will have conquerors but that doesn’t automatically mean the admiral have it too

In fact he has no goals or dreams that we know of

These guys think dreaming about WSS or PK means you all gonna have CoC

Why don't every warlord or SN get CoC then?

Yeah at the end of the day specific ambitions really don’t matter all that much when it comes to conquerors. Something we’ve seen time and time again

Wanting to make Luffy a PK is an additional ambition/desire of Zoro.
King's question was addressed to his ambition to become WSS. Making Luffy a PK would only make him King, not Zoro.
Coby's dream of becoming Admiral is not parallel to dream of becoming WSS.
Firstly, the position of Admiral was not called Kingly Ambition/Equated to the King's position and is not logically so because Admirals are subordinates of the Marine.
Secondly, the dream of becoming WSS was equated to becoming King and logically it is because the strongest swordsman in the world stands above all other swordsmen.

To clarify: I don't think a character has to have ambition per se to have CoC because throughout story we've seen examples of people who didn't have it but had CoC.
But Mihawk having CoC is the most likely and obvious outcome at this point given what we have so far.
