Comparing him to other shonen characters, I'd say he's a solid 3.
This manga's too damn long, the cast is too cluttered to have the kinda focus it takes to make good characters.

Average, the thing is that he was one of the first off his kind within shonen Gold generation(late 90s-mid 00s) so he got a lot of points from originality and the inovative three sword style.
Zoro is a simple and linear character, but he plays his role.
You are gonna be disappointed with him if you expect the complexity of a sasuke/killua/uryuu etc..., but if you just accept him for who he is, without expecting anything out of the ordinary, he is a good character.
Subpar. But that's not an insult against Zoro, most OP characters are subpar once you get past their design. In fact, in the pool of OP characters, Zoro is probably closer to the head of the pack than the bottom of the barrel.
He sets himself apart from the standard shonen trop of the #2 rivalling the #1. Instead Zoro compliments and even pushes Luffy to become stronger and a better Captain, he doesn't argue or try to usurp, Luffy as he respects the Captain's Role, and encourages Luffy to be a True Captain, he also reenforces this within the Crew.
Zoro comes off as linear, Yes this cannot be denied but when you look deep enough you'll see an interesting chemistry that's not normal in Shonens #2's.
Like him so i give a 7, but he's the super generic shonen stoic character that with the big boobs girl(Nami), the pervy nosebleeder(Sanji) and the mascot(Chopper) literally ALL shonen have.
But before TS his character was much better, he had a lot more lines, interaction with the crew and especially moments where he was more than the generic badass, what gave much more to the moments where he was badass. Now post TS he, like most of the SH, have become much more "simple" in a bad way.

Willing to sacrifice his arm in an attempt to test his luck against Kitetsu's curse
Stepping in Luffy's way in the Usopp incident in Water 7, giving his captain a lecture about them not playing pirate games and teaching him what being a captain means
Willing to sacrifice his life for Luffy while taking all of his pain and suffering along with it
among others.
If that's "average", let me hear what makes lots of other characters so great and indistinguishable. Guys like Vegeta, Kenpachi and Byakuya are shallow, they have no depth at all. And what's great about Sasuke, who is just an Emo?
Part 2 Zoro is a shell of his former self that only exists to get his ass kicked and one shot opponents. Like, I can't even remember if in Part 2 he was exploited by Nami for gags (like he was constantly in Part 1). So 1/10.
The new zoro is so bad that it drops the overall rating to 4/10. Not even mediocre but disappointing (specially because I don't like one piece fights).
If I were to compare it to characters, I would have to compare it to "equivalents".
I still believe it's not fair, because Oda gave very little shine to Zoro as a character, and no Manga is as long as One Piece.

Take this comments, which is extremely valid. All these events are One Piece pre-time skip.
There have been 0 original Zoro moment in post time skip. Even the fight with King, which is the only real time Zoro struggled in new world, has 0 character growth, just power.
It's a damn shame how little Oda care about the crew.

Kubo didn´t know what he wanted to do with uryuu so he sidelined him, up to soul society arc, he was still a sort of a rival to ichigo.
Even on last arc, kubo changed his mind and made a super predictable and disappointing ''betrayal'' only for uryuu to backtrack on it and proceed to get his ass beaten by jugram.
