It’s literally been hinted at multiple times (Ohara flashback, Vegapunk’s request) and it’s their current goal at the moment.
Oda is known to throw curveballs once in a while. Considering all the buildup, we’re almost definitely going to Elbaf next. I don’t know of any islands that would make sense besides Wano, and the reasons for returning there are small.

Hell, the entire characterization of Jinbe is something Oda has never done before. Pre-TS ally that was way stronger than Luffy. Doesnt join initially in FI, then joins at WCI, only to disappear for another 80 chapters before he returned as a Strawhat.
What "rule" does there have to be that Kid and Law "cant" show back up in the story in 40-80 chapters after leaving? Hell, the fact that Oda updated us on them losing only 10-20 chapters after Wano should tell you the storytelling method is changing

For all of your "he focuses so much on Kid and Law", realize that he did not "hide" Winner Island behind a Silhoutte, yet did NOT allow Kid to even reach Elbaf, nor actually reveal the island.

If they didn’t need more development then why do characters like Usopp, Chopper and Brook still feel like they’re lacking? Usopp is still a coward who does nothing almost every arc, Chopper is treated like a mascot and Brook is useful at times, but he usually does one thing and that’s about it.
