Another option to me is somehow it's Shiki and Izo/Neko know him from the past. They do share the same color scheme on that coverstory. @Garp the Fist did convince me at one point it may be Yorki.
Granted, I do think it's Scooper and his hair went from black to blonde through age (Idk, it's fucking One Piece). Having Scopper this arc would be fucking nuts and would almost assuredly give the alliance the advantage they need to win (even if it doesn't happen right away). It also makes sense if Neko went to find him as an alternative to Marco
Scopper can keep BM engaged, so that cpuld make sense.
Bt more than not Marines will also arrive, and so BM will be occupied. Or Cp0, they know the short route. So Scopper isn't needed as much.

Mentioned this the moment the spoiler pics dropped 2 days ago. We don't know. Izo is clear on the ship. We saw their face. We just don't know if Izo has that coat or if they are the same person Crocus met either OR if they are 2 different people
Actually, I think I potentially discovered something huge:
With this, above scan, it was really hard to tell if Izo's hair was blonde or black. But with the official scans, you can clearly tell Izo's hair is black and in the exact same hairstyle as pre-timeskip:
ON TOP OF THIS, look at Izo's robe above, it does not resemble the one shown in this chapter, there are no solid stripes. Its plainly just a white (or slightly purple in color) robe with a dark collar as in pre-timeskip:
This means two things possibly:
- Izo is 100% NOT the person Crocus is talking to. They still have black hair, not long blonde hair.
- Izo is POTENTIALLY not the only person Neko brought to Wano. Its possible Izo was shown last chapter (981) and the person talking to Marco (982) are entirely different people.

Guys let's wait till the official translations. It may sound like a stretch but is this not sound weird for Izo to say: You made the right choice Marco? + this whole thing with Izo ( if it's Izo ) being in a silhouette?

I honestly doubt that Scopper Gaban would be introduced in such a roundabout way, and I don't think the person Marco is talking to is Izo either. Marco answers in a way as if he is talking to someone who was already on Wano, and knew of the current situation. Izo on the other hand seems to have been picked up by Neko on his way to Wano, which means he wasn't on Wano prior to this. Also, wouldn't Marco's reaction be a bit more happy to see a former fellow crew member. But then that begs the question as to who would be there, that was already on Wano, and knew Marco could potentially be coming there.
